I'm considering relocation with a small child and I've heard that North Charleston is not a great place to live due to high crime rates, is this true? and if so, is there spill over of that crime into south Charleston and the downtown area?

I would suggest driving around some of the areas of North Charleston and the City to get a feel for the place. You can learn a lot from talking to locals too. Like any urbanized area, you're going to have crime, and will need to use the same precautions necessary in a bigger city. Sections of both cities have some major issues, and yes there is often "spill over" into adjacent areas. That said, North Charleston has some nice neighborhoods, despite some close-at-hand grit, that are quite pleasant and convenient. We live in Park Circle, near the biggest freeway interchange in the area (a must), the airport, train station, Tanger Outlets and Super Walmart. It's also 15 minutes to Downtown Charleston, Northwoods & Citadel malls, and about a half hour to the beach. Our house has a huge, fenced-in backyard on a quiet block. And while we have ADT, we've had no problems in 3 years living here. We had originally looked in Mt. Pleasant and James Island, but the price was right in the North Area. Another nice area nearby is the city of Hanahan, which is wedged into North Charleston.
The areas of North Charleston in Dorchester County is reputed to have the best school system in the state. Dorchester District II. There are many fine places to live there too.
Be careful about the best school system in the state ranking.
Dorchester District II has the best 'average' scores of all schools...but check individual school rankings and scores...you'll have better school choices in other counties where individual schools rank much higher and perform much better.
You need to see the area for yourself and find out if it will fit. I grew up in Southern MD and spent many years working in and around DC. If that's what you're used to, you won't have many concerns locally. Park Circle is a fantastic neighborhood, plenty going on in and around it. I'd also check out Tanner Plantation in Hanahan, it's only about 5 minutes up the road, and just as convenient to everything. All in all, there are plenty of places down here that you're going to fall in love with. Just be sure to take your time and do the homework.
