The fact the developer under estimated the traffic flow and the town never caught it means that all tax payers -- including you -- have to pay more now. If the proper work had been done in the first place the cost would have been abosrbed during the natural course of business within the community.
This is where you're wrong. Both the town and the developer knew what the road needs were going to be, that's why the land was cleared and turned over. The agreement was that the developer would install the initial two lane road and traffic circles what would accomidate 4 lanes of traffic. It was the town's responsibility to add the second set of lanes when the development was completed or traffic density required it. It was fully recognized and planned for.

The town made this agreement along with getting land for schools and recreation fields in exchange for the developer allowing the property to be annexed. A group of us went through this with the developer and Gary Santos who chairs the Annexation Committee about two months ago during a hearing concerning new town homes in Park West.

To date, the town has not maintained the roads properly or added the second set of lanes when the traffic density clearly requires it. Park West is due to be out of developer hands within 2015.

I'm sorry that it peeves you to have to pay for roads you don't use, or could have been better negotiated by the town. I don't know, maybe it couldn't have been better negotiated. I wasn't there so I won't try to arm chair quarterback it years after the fact. But we pay taxes to fix things that could have been better managed by the city on many many things. Look at how much money was thrown away on the OKTire/Bailey Dock fiasco because the town didn't purchase it to being with.

That's nice, we've been dealing with daily two mile standing traffic every morning for years.
