It depends on a lot. If you're on a B-52 crew, for example, you've got 3 bases you can go to your whole career. If you're in something like finance or HR, you can go anywhere. Also, vacancies have a lot to do with manpower which is tied to the economy. In general, I would say most active duty (not National Guard or Reservists) still PCS every 3 or 4 years unless they get a special arrangement or go on a short, remote to somewhere like Korea or other places in Asia.
I grew up in a Navy/AF town which sounds similar to the place you live in currently. I understand where you are coming from, there are many people who feel similarly if they don't have a military background. I was an AF brat and grew up with it, so that's all i knew for some time. Charleston, though extremely military friendly and supportive (e.g. Kiawah discounts), is not a military town.
I spent almost two years stationed in Charleston and will hopefully get orders back, truly a great place to live. I lived in North Charleston by Csu, North Charleston by the AF base, Hanahan, and Mt Pleasant. Rarely did i ever see other people in uniform at the store after work. The AF base isn't huge, and while the Navy base is huge land wise it is mostly used for training sailors in their first couple years out of boot camp, so they're young and single, and most live in goose creek. You may see them driving, but that is about it.
Downtown you will often see groups of young sailors in uniform, and they're only in uniform because they have to be (fresh out of boot camp). You will also see citadel cadets in uniform all over the place, not military (yet).
