I never said they shutdown our pool because of the style of phone. The line was not disconnected, it's not working.
We are plagued with the copper line going down often as are other subdivisions in the area. These copper lines are old and even the telco's are telling the FCC they want to stop maintaining them. I don't know anyone that still has a traditional phone line. Most use their mobile line or a VOIP line from Comcast, Time Warner(Spektrum), AT&T uVerse or Verizon FIOS. Since mobile technology will use any carrier for a 911 call it seems logical to me this is a more reliable device for emergency calls. At a minimum DHEC could modify the rule and say a backup mobile device could be used for X days if the copper line is down. To lose the use of a pool for the entire weekend because of this antiquated rule is ridiculous.
Yeah, so your pool had no phone service. When it goes down call the phone company to fix it before DHEC figures it out. Use VoIP, they're probably not going to care.

It was working on Wednesday, our pool company checks it every time they come out to service the pool. So it's not like it was down a long time. I am sure if you were to do a VOIP line and DHEC found out the fine would not be so pretty.
It's the same in Charleston County, It happened at the pool on the 4th of July! But, they got around it somehow, and opened the pool 2 hours later. Sorry that happened. But, A cell phone is never as reliable as a landline. Cell phone's are not reliable in emergencies.

This was 100% true the other day when all of ATT's cell service went down in most of the state due to a road construction crew digging before calling.
I guess some don't understand that 911 on a cell does not necessarily use your carrier. It will use whatever carrier is available. You don't even need a valid service to dial 911. Considering how many times the AT&T landline has gone down in our pool I don't consider it more reliable. The telco's don't want to maintain that old school copper any longer and it shows. The service is 2nd rate.
Typically POTS phone lines are more reliable than VOIP. POTS lines will work when there is an area blackout which VOIP will not.
