Well, of all the "close in" neighborhoods that are considered safe by most, PM and NoDa would be on the more affordable end. I think Chantilly and Elizabeth would almost certainly be more pricey. Same goes for Dilworth/Myers Park/South Park. Maybe something in South End? Probably not much in South End, either, unfortunately.
Would you consider a fixer upper on the fringes of Dilworth, walking distance to the line? I noticed a few TINY houses back behind the Greek church on East Blvd with plenty of land for expanding later. A couple were in the mid to low 200's. It was another option for us because we valued location over almost anything else.

Have you looked at Belmont, as some of us suggested? It is historic, walkable, quaint, safe and within an easy 15-20 minute commute to uptown
