Again, its not a C'ville thing. It happens everywhere. Rich people figured it out long ago. With high property prices and property taxes, you can basically control who lives near you, who attends your schools, etc.
High property prices are driven up by demand. When people with more money choose to live somewhere, housing supply goes down as demand goes up, and prices rise because people will pay a premium not to be stabbed, mugged or raped. How dare people that have made a decent life for themselves want to ensure they can raise their kids in a safe and convenient area? The audacity ! It's currently happening in Belmont, and that will be the end of the downtown ghettos as we know them.

Aye, and the demand for property in the western district is largely driven by the schools, and probably, the lack of section 8 housing.

And, sorry if I implied the government was directly sponsoring segregation..its just an unfortunate by-product of yet another failed government program.

It may surprise you that most white folks across the country are employed in low paying service jobs as well. That is the nature of industry and economy, as the relative level of skilled employment takes on a pyramid shape with 'low skilled workers' at the base everywhere and for every group. It is the nature of the beast that 'most' of any large group will be employed in low skill, low-wage jobs. The key word is 'qualified'. Unqualified whites don't have a leg up either. That good ol' boy in the practical class is going to be limited to Walmart the same as every other one of his academic peers. Hence, the institutional racism claim doesn't hold water unless you can point to two statistically significant groups of black and white workers with the same exact middle class caliber qualifications and prove a statistical difference in employment rates for the same area. You can't claim racism if the majority of the people that you are speaking about aren't qualified for anything other than the jobs that they have. Almost everyone goes to the same public schools and has the same opportunity to make it or break it in terms of preparation for adulthood.

Sorry, but gentrification is a good thing. The process of gentrification essentially entails dumping money into a neighborhood to make it a nicer place to live (lower crime, better schools, better community resources, elimination of vacant housing, etc.). It's also an economic reality that comes with free market real estate sales and has nothing to do with race. The people in black neighborhoods can and should stay in their neighborhoods that are being gentrified around them to take advantage of the increased tax base that will provide a better secondary school experience for their children and perhaps give them a leg up on preparing for that professional job that you wish everyone to have. Most of the black people that I know choose to live in gentrified neighborhoods whenever it is convenient to do so.

I didn't know that people who got caught doing a DWB ("Driving While Black") made a personal choice.

Anyways, Charlottesville is OK for minorities....heck they even made a whole committee for race relations recently I think.

Is Charlottesville racist? Short version.....YES!!! Check the numbers. 12% black population in city. 60% black population in jail. No black Judges in City or Circuit Courts. No black Public Defenders. No black Prosecutors. Few black Police, and the white ones bear watching if you are black. Read a book called " The New Jim Crow." If the shoe fits....
