The Illinois State Board of Education tells all the districts that they need to have a plan for "parental involvement". The Federal Dept. Of Education gives funds to schools under the Title 1 provisions of "disadvantaged" schools to preferentially implement programs to improve, among other things, parental involvement.

The requirements on how the involvement are measured are pretty vague, but since cash is potentially at stake they do have to include some kind of audit trail. Things signed report card pick up or received and replied email are generally pretty standard...


Like many of these things, area with more well off parents tend to do much better. I suppose the the more well off parents have better odds of understanding the importance, but you'd think with Title 1 funds potentially at stake the schools would do a better job of getting put the msg...
