The further east you get in HP, the more expensive it is. Ravinia maybe too procey for your budget, but it doesn't hirt to look. There's some great deals in HP north of 22 and it's generally less expensive than Ravinia. Also, look in SW HP in the Red Oak boundaries.
I've seen many foreclosures or short sales all over HP lately, but they're under contract in a week at the most, if they're priced well.
The OP is looking for a neighborhood "walk to everything" kind of location. That pretty much only exists around downtown HP and Ravinia. Downtown HP housing stock is very limited in the OP's price range. Maybe something small here and there near Sunset Park. While Red Oak and Wayne Thomas areas are nice, you really can't walk to anything, except maybe a long walk to Highwood in the area north of Half Day. Also, I don't know if the Highlands area is a front yard kind of neighborhood.

Anything that happens regarding the schools is still probably a few years away. Despite the BDR3 proposal to potentially close Ravinia (and other schools) starting with 2017-2018, it looks like it may be postponed, or not even happen, based on this new community/school board reconfiguration committee. At least two, and maybe three of the board members were openly opposed to closing Ravinia when the board voted on it prior to the referendum. Lincoln will close for sure. It remains to be seen what this new committee will come up with.
