Looks like a gray area. Gladhanding sounds OK based on that text, but if you cross the line to telling someone how to vote or handing them anything related to your campaign (palm card, button, etc) you've crossed the line.

Didn't Mrs. Obama do that last year? Since she got away with it, I am sure Rahm will too if he has indeed crossed the line.

yep, but that was a one-off. I think a candidate would be kind of nuts to make that a regular occurrence where his/her opponents could plan to make hay out of it.
