I've lived in CA all my life and hope to move to Chicago within the next few years. I'd say I 'look up' to the city in that from what I've heard it has a lot more culture than say, Orange County.

Depends on the person. I know several Illinoisans who want to move to CA, and know only a few whove moved here from CA. Then again Im out in the burbs....

I think it obviously depends on the person. Chicago and CA are two completely different cultures. IMHO people in CA & the West in general are more laid back and a little slower-paced than Chicago (i.e. the Midwest - yes I'm generalizing). This goes for everyday confrontations with strangers when walking in the street to especially driving. Depends what you want. At first when I moved to Denver after living in the Midwest my whole life, I was shocked at how nice people were, but am still kind of shocked sometimes at how slow they drive and such. Not just speed but like coming to a 4-way stop. They will stop completely and wave each other on when it would be much quicker just to take turns like you're supposed to and boom, boom, boom, go! Please excuse the vast generalizations...I hope someone knows what I mean. And yes I have been to CA too.

I lived in a Los Angeles for a long time and I never heard anyone say that they wanted to move to Chicago. That's not to say that Chicago is a bad city, but a lot of Angelinos probably wouldn't want to deal with the winter weather. I met a lot of people who had moved to LA FROM the Midwest.
