Technically, Scripture does not say we are/were filthy rags. Read carefully:
Isaiah 64:6
6 All of us have become like one who is unclean,
and
all our righteous acts are like filthy rags;
we all shrivel up like a leaf,
and like the wind our sins sweep us away.
The very best works we could muster would not come close to the righteousness needed to reunite with God.
What we were was
unclean. Jesus' blood washed us
white as snow! Now, before God, we are righteous! Jesus loved us in our unclean state, and gave Himself for us.
