This. A truly born again believer can certainly sin, BUT they can't sin comfortably. My pastor liked to describe it as God taking you out to the wood shed. Your heart will be grieved and shamed for failing God. You'll feel like crap.
Some people do not feel remorse over anything, and it's probably a good idea to stay away from such people. It is true that believers are more aware of it when they feel like they let God down. It brings them to repentance. It is normal.

It is true that some people feel no remorse for their actions. They are often diagnosed as sociopaths, or psychopaths.
I have known three such in my life. Two were professed born-again Christians. One was a nominal Catholic.
Religion is no protection for the insane. In fact, it has oft proven to be a refuge.
A guilty conscience weighs upon believers and non, alike.
They just describe it, and ascribe it, differently.
If there's a god who sees and cares about such things, I have a hunch it don't make no nevermind whether the sorrow comes from an atheist or a Lutheran or Muslim or a pagan.
