Excluding Chicago, possibly. The entire area including the Sprint Center is pretty impressive. I have never partied in Detroit or Minneapolis so I can't say for sure.
I doubt it's true since different people have different ideas when it comes to entertainment, and I don't see how the power and light district can possibly cover so many different needs (especially since some people aren't that keen on master-planned districts with many chain stores). Besides, there are other cities with their own notable entertainment districts aside from those in KC and Chicago such as Milwaukee's Historic Third Ward or State Street in Madison.
Absolutely not. It's a contrived fauxurban disneyland built to gain KC some urban cred to lure out of towners. There are better organic entertainment districts around the midwest in cities of all size that are on the level or better than KC's P&L.

Warehouse District & Uptown in Minneapolis, Third Ward & Brady St. in Milwaukee, State Street in Madison...all good.
Go to the other side of Missouri. St. Louis is full of true urban active areas. The Old Market in my own Omaha. Court Ave and and the East Village in Des Moines.
I was talking with some engineers and proffesors a few months ago about redevelopment projects across the country and P&L came up and they were resoundingly not in favor of the forced entertainment districts. Most agreed it was a nice project but ones that develop naturally over time were preferred. I've heard mixed reviews on Cordish's other project in Louisville 4th St. Live.

I can say without hesitation, 4th Street Live in Louisville sucks.
