Whether Baltimore's African American history is much more complex and richer than Philly's can most certainly be debated, but there's no way you can say that Philly counts "to some degree" here given its own extremely rich and layered Black history and cultural influences, from being the epicenter of the Abolitionist movement and home to America's earliest and largest free Black community to musical influences like the Philadelphia sound and neo-soul.
You misread my statement; I said the same is happening in other municipalities across the country with significantly-sized Black populations, not "in every majority large black city." For instance, the same is happening in NYC, Chicago, Atlanta, and Charleston as well. It's not a "strict DC situation" at all--not by a long shot.

Oh man, that's been the case for a little while now, at least a good 10-15 years or so. The peninsula is EXPLODING with a bunch of new development, even north of Calhoun which isn't part of the historic district.
DC's black population has been declining for about a decade now. It dipped below 50% as of 2013. All the blacks are being pushed into Adjacent prince George's , and even further out into other neighboring counties.
I'm talking about the Metro area. And no, DC is not the only actual municipality that is experiencing black flight.
People would never believe it these days, but Boston definitely has a rich African American history and has plenty of Black culture even today, even if much of it is Afro Caribbean.

This is true and in spite of the stereotype about the city, it does have a long African American history. Abolitionists, Beacon Hill had a Black community, the 54th MA Regiment, Crispus Attucks was the first person killed in the Boston massacre(he was originally from Framingham), etc...
