I would say that any state that aren't these are flyover states;
New York
California
Florida
Louisianna
Hawaii
Washington DC
Nevada
MAYBE Massachusetts
MAYBE Alaska
I say this b/c when tourists come to the US, those are the main places that most have any interest visiting. Pretty much once you've seen these states, you've pretty much seen the majority of what this country has to offer..

What's with the high mention of Wyoming and Montana?
People flock to Yellowstone and Glacier National Parks, as well as the Grand Tetons (lol ) every year. Not flyover country.
There are no flyover states (well, maybe a few like Kansas, Nebraska, Iowa...), there is mostly just flyover country. For example, I-15 between Las Vegas and SoCal is flyover country, but California and Nevada are far from being flyover states as a whole.
Also, anyone who insists on "flyover states" and includes Colorado is out of their mind.
Now that I think about it some more, I think every state is a flyover state. Because you visit cities and places in the state and fly over or through the rest. Two examples that weren't considered flyover:
1. New York: when you talk about NY, most people aren't talking about Syracuse or Buffalo.
2. California: Stockton? Fresno? Really?
