The Bay Area has hills on all sides. I say Oakland tho cause the views are spectacular and so is the quality of life. But then in the West that tends to be the norm, the higher the elevation the higher the quality of life. lol

View from my neighborhood in the Oakland hills looking SW towards Downtown Oakland, the bay and the hills across the bay in San Mateo County.

Even Philly has a pretty large hilly section in the NW of the city

though SF, Pittsburgh and Cinci to a lessor extent more jump to mind

San Francisco takes the cake on this one. Pretty much any other U.S. city pales in comparison.

Silverlake and Echo Park are great hillside neighborhoods in LA. Downtown LA is also surprisingly hilly...

Seattle isn't pale in comparison. It's financial district is on a steep slope of a large hill. The east entrance of the Columbia Tower (B of A) is 5 floors higher than the lobby on the west entrance. The whole terrain of the city is quite hilly, big hills. San Francisco has an edge up, but certainly not pale in comparison.

I haven't seen dense urban housing development covering steep rolling hills in Seattle the way they are in San Francisco. Can you post some pics?
