New York. Even though it’s more expensive, there’s a lot variety, & NYC is much more walkable, transit-friendly, & has better traffic. I’ve been to both, & I’d rather live in NYC & visit LA.

San Diego, CA or Washington, D.C. ?
Really? It takes the fun out of the game when people pick their own city. I’m sure you’d pick New York, you live in it’s suburbs. Needless to say I won’t pick San Diego now over D.C.. I’ll repost for the next person.

Both cities are sleepers, but I'll go with Des Moines since it's close enough to Minneapolis and Chicago and I think Iowa is a prettier state with a bit more charm than Kansas.
Dallas, TX or Atlanta, GA?
