I actually had a choice between these two cities for a job I applied for two years ago (which I didn't get but ultimately got a job with the same agency) and preferred Milwaukee just because it was closer to Chicago and was hopeful that the winters wouldn't be as bad. If I had the same choice again, the Twin Cities would be more competitive as it is obviously a better performing region and has more going for it overall. For this matchup I'll say the Twin Cities.

Tucson or Savannah?

Savannah all day! Tucson underperforms as a college town, it has a core that is underutilized for it's size (Which is actually more typical of mountain west towns). It also has fanatical NIMBY residents that do everything in their power to ensure Tucson stays that way.


Grand Rapids or Des Moines

Grand Rapids. More dynamic. Close to recreation near the lake. Michigan is a gorgeous state. GR is close enough to Chicagoland and Detroit to avoid the middle-of-nowhereness of Des Moines.

Springfield, MO. Larger, more urban than Springfield VA. Also has a nice vibe to it. Springfield MA is too cold.

Charleston, WV vs Wilkes-Barre, PA.

Don't know a thing about either town, but I'd go Hickory, NC because it appears to have better access to the Appalachians and outdoor recreation.
