I don't think that makes it any more fair. Jurisdictional lines *do* matter. A lot of middle class people don't want to deal with urban taxes, school issues, etc. Sometimes we observe a huge spike in income, educational attainment, etc. simply by crossing a municipal or county line.
Yes, but in this case, the City of San Francisco is wealthier and better educated than most it's suburbs.
Furthermore, I dont think it's much of an issue really because I'm comparing like sized areas whose jurisdictional lines are not really relevant when it comes to the visitor/resident experience, in other words, it doesnt matter once your there seeing what it's like with your own two eyes.
I'm simply giving a demographic profile describing what that experience would be like.
And it's clear that the San Francisco Urban Area which is similar in size and population to the City of LA, is really much nicer overall, and more apt to attract educated and affluent folks, which it does, and this affects overall prestige.
