I would answer, BOTH. Lower un-forested elevations are hot while mountainous areas that are forested are temperate throughout the state.
And AZ has a similar "temperate" zone in the higher elevations of the forested central part of the state.
The hottest regions of both states are the southern Sonoran and Chihuahua desert regions with the Sonoran being hotter year around than the Chihuahuan.

It depends entirely on WHERE in NM. Up in the mountains it's cooler, though that's changing, as there are more frequent higher temp extremes than there used to be. Down in the flats, it's hotter, like much of AZ. Logical, no? If you're thinking of moving to NM, check out Santa Fe and Taos, for starters, and Las Vegas.
Even so, "temperate" is a very relative term when applied to NM and even CO. Colorado has been in the 90's all summer. Santa Fe and Taos used to be in the 70's and 80's for the summer, but it's mostly high 80's and 90's now, even hitting the low 100's a few times in Santa Fe a couple of summers ago. Still, it's a far cry from Tucson, thank heaven!
Is NM very hot in the summer like Arizona or more milder like Colorado?
Better than both.
Even the hottest parts are cooler than Phoenix and Tucson. High elevations have a cool and year-round milder climate compared to CO. For instance where I live the avg high is 82 in July and 50 in Jan.
I used the word within its usual definition, meaning:
