Syracuse has 12 and I believe Rochester has 16 or 17.
Rochester has 20 (9.57 rate)...which is an amazing number, three-quarters of the way through the year, considering that in the not too distant past, this city was putting up 50+. Any info on what has led to the drop in violent crime and murders?
Buffalo 31/12.02...Syracuse at 12/8.33...Albany 6/6.12...

The RTD Homicide Report tracked 53 as of September 4 but hasn't updated in two weeks, missing 4 murders on the same night in Gilpin last weekend, a man killed at an apartment building in Manchester, a man stabbed to death on Fourth, a woman killed in a double shooting on the Northside, and there's another one missing somewhere from the last two weeks. Norfolk is at 25/10.2 with two murders this month; Newport News at 14/7.65; Portsmouth at 15/15.79...
Charlotte has equaled last year's total of 67 murders with a rate of 7.96 per 100,000, making this easily the worst year in Charlotte in at least a dozen years--there were 85 in 2005 when Charlotte had about 160,000 fewer people...
Greensboro is at 34/11.87; Fayetteville is at 17/8.29 after already having four murders this month...
Richmond City has 620,000 fewer people than Charlotte and only around 6 fewer murders (finished last year at one less than Charlotte). Norfolk, Virginia Beach, Newport News, and Portsmouth combined have 65 murders, with a combined population 750,000 more than Richmond. Richmond has always had a different level of violence than the rest of Virginia. A lot of longtime Richmonders are getting memories of old Richmond, before 2005, even though statistically, we aren't that bad yet. The last two years have seen a return to violence not seen in the city in well over a decade, though...

A number of your VA and NC numbers are off:
Richmond has already had 10 homicides this month and the body count has risen to 61, after having 66 all of last year:

I'm not sure. I'm assuming that there may be more community policing or just a more proactive form of policing occurring. You are right in that Rochester has chilled out a lot this year, as has Syracuse except for maybe a spurt or two during the year and in comparison to last year.
Even Albany is pretty low for a very urban city with over 100k people, even though it has more this year. On the other hand, Schenectady and Troy I believe are down this year. So, there may be a shift in terms of location in that metro area.
Omaha recorded homicide #21 today.. A man shot to death in traffic (a possible road rage incident) in broad daylight this afternoon. Multiple witnesses, no suspect(s) in custody..

The homicides in Chicago have actually slowed down since 8/1, thank god (still too much going on, but it's a noticeable decrease):
Between 01/01 and 07/31
2016: 401 homicides
2017: 412 homicides
Between 08/01 and 09/23
2016: 146 homicides
2017: 94 homicides
That last little period has a decrease of 52 homicides from this year compared to last year (36% decrease).
If you were to take the average per day from the beginning of 2017 then Chicago is on pace for 697 homicides. However, if you were to take the pace of the last almost 2 months and apply it to the rest of the days of the year then Chicago would end up with 680. Let's hope it's lower than that.
