I think it's easy when you go to an already successful city with established African Americans. I think you can have a greater impact on a poorer city such as Detroit, Philadelphia or Baltimore. I think a leader is needed to turn those cities around. Or what about going to a city that doesn't have a large black population but has tons of potential. (Minneapolis-St paul, Denver, Seattle). Cities that could bring in more african americans leading to higher numbers in diversity .
Be aware that Philadelphia, while it has a large black population, is not majority black and never has been. But, yes, you are correct wrt to the high level of poverty in the city.
I guess what I'm asking is what metro would allow a person like that to truly capitalize on everything that metro has to offer (and which would offer the most):
Most media clout, business connections, educated and inquisitive people, most political clout and social activist, most welcoming/helpful non blacks who would help the leader's cause, great tech hub and connections....
That's honestly why I didnt include Dallas... i know first hand that Dallas is a great place to be an upper middle class black but it lacks the network and the people lack the right mindset (ppl are to docile and lack progression).. Houston would be better than Dallas..... that's why i listed ny, atl, dc... they seem to have those things in place... i dont know much about chi, boston, phl

What hurts Boston to most black Americans is that it doesn't really have a large black population in its metro. There are mid sized cities in the South that has more than Boston. Not to mention, a great many of Boston black population is foreign.
In the end, while I stand by my point that there should be more than one leader, it's going to come back to Atlanta, DC, and NYC with Chicago an outside shot.
