For a shorter visit, I think I'd be inclined to go with Couer d'Alene or Traverse City instead. However, for a longer visit, like staying the whole summer, probably Portland as I think location wise it has the most to do within it's city boundaries and the best location for getting out to other things.
However, I think I might choose Highlands/Franklin area of NC to summer over any of these even.
Honestly, none of them--I want more heat, and I want warm ocean waters.
But Maine seems like the least of the evils. If it's anything like SF during the summer, the Oregon Coast is too foggy, windy, chilly, and the water is very cold.
I'll also have to say no to Idaho. I know Idaho is sunny and warm during the summer, but I don't like Idaho or the Mountain West and Pacific Northwest much. Plus, even with Idaho's relative summer warmth, it's too dry during the summer and I'd like it hotter.
Traverse City doesn't sound too bad, but who wants to swim in a lake when you can swim in the ocean?

Wow, that's a pretty impressive coincidence. I swear I didn't see this before posting. Maybe I should consider some of the towns he's talking about since we might have similar opinions. (But who the hell has "never heard of" Flagstaff, AZ or Portland, ME?)

From what I understand summer ocean temperature in Maine is about the same as summer ocean temperature on the northern West coast - high 50s / low 60s max. Still very cold for a swim.
