Seattle comes to mind but maybe that's just recency bias because of CHAZ/CHOP. I would assume most West Coast cities like Portland, LA, Oakland, maybe a couple East Coast places like New York or Philly. But SF is the clear number 1

MA did legalize gay marriage long before CA, and it legalized marijuana at the same time.

Apathetic isn’t the right word, but I do think New Englanders are generally less noisy about activism than people in other parts of the country.

I don’t know that I’d say SF is the clear number 1. I really think SF and Seattle are right there neck and neck, with Portland not far behind. I know all places very well.
