Absolutely. First off, Lake Charles is pretty watered down Cajun compared to places surrounding Lafayette. Lafayette is the primary Cajun city in Louisiana. Not lake Charles. But regardless of if you’re talking about Lafayette or lake Charles, it’s definitely different. The food, the slang, etc. It’s related but definitely different.

On another note, I’d put Miami near tier 1. For OP’s list, they would be 1a. Miami’s black population is a melting pot of southern black American with Caribbean. A mix that sets it apart all others

Miami definitely has a unique culture. I've been reluctant to mention Baltimore, but we certainly are unique too.

It may not be as distinctive as a localized Creole dialect, unique cuisine, or faith-based practices or institutions, but, say, the airport doubling as a civil rights and African art museum is an artifact of that infrastructure that can't be trivialized or dismissed.

And of course there are the scrippers and lemon pepper flats fried hard.

Charlotte has all of those though things as well..of course Atlanta being bigger means more but Charlotte has all of those things especially politically and professional businesses. Where Atl trumps is in the number of Black schools and of course the black Hollywood aspect and the population difference. But Charlotte has a HEFTY Black presence all over the city in all circles. The city is also home to celebrities but of course Atl is another level..
