Yeah, that is almost exactly correct! Only minor difference is that Boston's MSA Asian population is 9%, but still close enough.

It would be indeed false to say DC doesn't have cosmopolitan aspects that why its good nobody where would say that.
You're not incorrect regarding on paper comparing DC to say Boston as an example. There's a difference on paper, and when comparing city proper for city proper one simply is more foreign born, and the other more American with a strong AA presence.

The point I made earlier was the reality is that both these cities are a smallish city proper by land area, and that one simply can't just look on paper to determine everything when things are so tight in both places. DC is certainly going to feel strongly "Blacker" due to the dominate AA enclave that EOTR SE/NE DC is. But the rest of DC is significantly more diverse than EOTR, and it feels significantly different in those areas.

On the ground when it's all said and done, a person living in Brightwood or Petworth NW doesn't have to go to a city hundreds of miles away to have the same cosmo feel that someone gets in Boston. When first of all that part of DC is strongly cosmopolitan already, or they can walk, or ride their bike up the street to neighborhoods that are 35% foreign born across the street from DC. The city boundaries are what they are, but if DC consisted of NE/NW and Silver Spring, Takoma Park, Chevy Chase, Friendship Heights, and excluded SE/EOTR it too would be one of the top 5 city proper(s) for ethnic diversity.

Only for a trimester in 2005 because I was taken out of a Catholic School (They arent good at all despite being private) and there was no room in the school I ended up going to as it was at capacity. This is by metropolitan division. Philly and Montgomery/Berks/Chester Counties are separate metropolitan division.
