Most people won't agree with me but my vote is for San Diego and Norfolk, Va. These two cities have the highest number of retired military, and they both have a high number of active military.
so what is your deffinition of tough. military, economically, government, polititial, educational, crime, saftey, weather disisaster prone, citizens, etc. etc.

People here are the biggest wimps when it comes to crime or anything bad happening. The slightest incident like a stabbing and people here act like the sky is falling and we are one of the most dangerous cities in America despite the fact we are always one of the safest big cities in America. It's like people expect SD to be immune to crime and don't realize how much more dangerous other cities and regions are. So many people are afraid to go to TJ or anywhere in Baja CA b/c of some crime, even though I've never had anything happen to me and the tourist areas are generally very safe.
And if it rains for a day or more people start filling up the Ark and act like it's the end of the world. If it's cloudy for more than 2 days, people start complaining about it despite how sunny it is usually. Have you ever seen a San Diegan try to drive in the rain? probably the slowest and most unskilled wet weather drivers around but great dry weather drivers. We are weather wimps and can't handle temps below 40, above 85, more than 1" of rain, or going more than 2 days w/o the sun.
As much as I love San Diego we are not "tough". Life is fairly easy here and people get used to it.
