I really do not know who has the most free state because I agree with the sentiment that it depends on what you consider freedom. No state in America is even close to true libertarian, so I would have to say that you must find a state that offers you freedoms on things you care about and restricts you in ways you do not think about on a daily basis. The US itself is truly an interesting place as far as freedoms when compared with the rest of the world.

As far as a comparison to New York, I'm not going to touch that one.
BUT, as far as Miami goes, I certainly believe it. Houston has had a huge gay pop for quite some time, and the Montrose area absolutely stomps on what is left of the scene in Miami.
Most well traveled gays know that the majority of the "scene" in Miami decamped for Fort Lauderdale/Broward County quite some time ago.
Jersey has the lowest freedom index. They don't even trust people to pump their own gas.
