Not really because the commuting population to work in the city, media markets, not to mention what happens in the central city effect the hold metro and etc. If someone from Timbuktu travel to Atlanta and Austin never knowing the population of both cities proper he or she would concluded that Atlanta is a larger capital city than Austin. Phoenix is the most populous U.S. state capital by city, Atlanta is the most populous state capital by metropolitan area. I agree with your point of view, but London actually has a city population of over 7 million.

Yeah, London is not a primo example. How about this one, though: 898,000 people live in Ottawa, whereas only 600,000 people live in Washington, D.C. Either Ottawa is bigger than D.C. (a possible interpretation) or the metros should be taken into account instead of the city population (a better interpretation). Then you get 5.3 million in the D.C. metro, 1.2 million in the Ottawa metro. That makes Washington over 4 times as big as Ottawa!

You're talking about the old part of London...the historic core. The population within the city limits of London is 7.5 million. The historic core area of London is not the current entire city.

Ok wait. Did think about how a square mile sized city could possibly support a metro of 14 million and still be the core city of the metro before you ran with that?

right, the historic city of London could compare to New York manhattan's because it's where the main venues are in both cities.
with the main economy or "CBD" in those locations.

Um, no. You're quite confused if you think that is the case. The "City of London" is a single square mile, and entirely a business district. Manhattan is 23 sq. miles and encompasses a broad variety of neighborhoods--business, residential, commercial, industrial and parkland.
