I was actually in downtown Tampa today and your right, for a smaller city it's got some pretty nice buildings and there were a decent amount of people walking around.
Yeah, DT Tampa is hopping. They got that trolley line, the stores, the clubs, the entertainment districts, restaurants, sports, etc. And DT St. Pete across the the bay also has activity.

That's what a lot of people say, and there are some similarities between the two! All I can say is that on any given weekend night, DT Charlotte is very busy with both pedestrian and vehicle traffic. Haven't been to Atlanta in a while, but I can remember DT Atlanta being rather busy at night the last time I was there!
In the US, the only true large cities are NYC and to a lesser extent Chicago, and with reservation, LA.
Sorry to pull your card...NYC.... but Los Angeles Is A LARGER CITY Than Chicago Ill.
If going by density, San Francisco would be kinda "large" as well.
Indy Is Around The Same Sizes As SAN FRANCISCO Cali............
