That's a matter of personal opinion. I really don't find the winters in northern Illinois to be too harsh; snow and cold for 3 months isn't that big of a deal to me.

As far as underrated....

Cleveland and the surrounding areas of northern Ohio are waaaaayyy underrated.

Among extra-large cities, I'd say Philadelphia is even more underrated than Houston. Sure, a lot of people think both places are "dumps" (I disagree on both counts) but nobody has labeled Houston a "dying city" like some people have labeled Philadelphia. (Never mind that population estimates between 2000 and 2009 indicate that the city of Philadelphia has grown in population.)

Tampa is possibly the most underrated city in all of Florida and possibly the South for that matter.
Tampa Bay has a lot more going for it than most would think and can easily compete with other large port cities.

And I agree as well, Houston is very underrated as well.

But here's my list: I forgot my overrated cities last time.

Underrated:

Pittsburgh
Philadelphia
Detroit
Oakland
Fort Worth
San Jose (Possibly)

Overrated:

NYC (Love the city, but it is exceptionally OVERRATED, there are threads that are like Philly Vs. Boston, and large sums of people ALWAYS manage to say NYC in a thread about two other cities)
Vegas
Boston
Seattle
Orlando

^^Ok, so according to your logic, Houston is overrated since it's discussed a lot on this forum. You can't base it on how much it's discussed on here. Most people who have been to NYC know there's nothing overhyped about it.
