Since the topic is about all kinds of "board" sports, I'd be hesitant to put Florida up there with several other places as it's not so well known for skateboarding compared to many others, and is really terrible for snowboarding.
I think the big winner here is definitely Los Angeles which has pavement, surf, and snow. Other Californian cities/metros like San Diego, San Francisco, and Santa Cruz also do fairly well on all fronts while cities like Seattle and Portland are pretty good for skateboarding and snowboarding.
