Cleveland easily... Detroit is and has been on the decline. The fact that 60% of its population deserted it in 30 years says it all...

Based on 1980 Census data and the latest available population estimates (2008), Cleveland's population has declined slightly more than Detroit's during that period.

Detroit
1980 Census Population: 1,203,368
2008 Census Bureau Estimate: 912,062
1980-2008 Change: -24.21%

Cleveland
1980 Census Population: 573,822
2008 Census Bureau Estimate: 433,748

how can it be on a decline with all the development going on?

besides the development downtown whats been going on in Cleveland??? Because I've been seeing a lot of people that are not from either city saying the only thing Cleveland has better than here is the downtown. These people are from either place so they can't be bias

yes they do. they have plenty. The big three has already began hiring. For example Chrysler has done a mass hiring 3 times already. Now they are planning to hire 1,080 people at a plant IN THE CITY (jefferson truck I believe). Ford will probly be doing this soon with the building of the new plant in Warren (metro Detroit). The city also has a proposal to provide I believe 300 mil jobs (don't quote me on that I just read it somewhere lol). They also have been in the process of turning Detroit Public Schools around and have already increased enrollment. The city has also BEEN rennovating and restoring plenty of neighborhoods. We have a couple of new (starting price) $200,000+ subdivisions (Conner Creek Industrial and Jefferson Village are examples.

you can actually check out all the things going on here on some of the websites. Next Detroit (you can search it I don't know the exact site) being one. Its a lot of things the media will never show you.

Yeah my grandparents live in Detroit, they love it there, got great natural scenery in the suburbs, tall tree's good wildlife, and the houses are pretty huge for a very affordable cost. They love it there, even with the so called "harsh winters" everyone else outside of the Midwest and Northeast keep singing their anthem about...

Haha, 300 million? That seems like a bit too much.

Do you know if any other companies are planning to come into the city? I heard film production companies have been looking to make production studios in Detroit for years.
Are they diversifying their economy?

I'd love to see this city get back up on it's feet. Same with all the other Midwestern cities.
