I bike commuted for a while in Pittsburgh. I found the hills to be a much larger obstacle than the weather. Cleveland has some hills here and there, but by and large it's flat enough for biking.

As for the weather, I'd rather bike in the cold than the heat. Of course snow and ice are a different story.

There are some winter days where biking isn't smart, but overall it's not that bad. You're right, hills are what will kill you.

Cleveland gets ~35% more snow than Boston and it a bit cooler so Ice/Snow would likely be a bigger obstacle.

Since you work in Cambridge I would assume you're daily commute does not include going through Cleveland neighborhoods. Also does vary wildly town to town so it might be practitioners impossible to bike in Parma or East Cleveland while Other towns might be okay.

Most of the Cleveland area is flatter than Boston I'd say. The only kinda rough ride I had to do in Cleveland was Cleveland heights to university circle. As the name implies, the heights are at a bit of an elevation. Really sucked coming home from UC. At least those first 10 or so minutes.

Young punk who thinks he's a tough macho guy by beating up anyone who touches him, however inadvertently. He's probably just as angry at the world I suppose.

I was thinking road conditions, like Cambridge has better bike infrastructure than Boston I would assume there is similar variation in all metro areas regardless of topography riding with no shoulder or in a 50mph parkway can be unpleasant.

Cleveland roads are pretty alright for winter biking because they're so flat, as bjimmy said. Cleveland roads that are bad in the winter are the same ones that are bad in the summer because of poor design.

Also, if you decide to give up mid-ride because of weather, the buses all have bike racks. Just another reason frequent bus service and a comprehensive network is important!
