An update on that press release says that it's been postponed until December 17.

Went up to Salisbury this weekend. On several re-paved sections of both US 70 And I 40 my tires were screaming like banshees. If it would have been dark, it would have been spooky. The pavement, other than being new, looked about the same.

Are they trying some different finishing (I guess is the term) on certain sections of newly paved road? Not all the newer pavement caused my tires to howl, but that which did was loud, with varying pitch and volume. Weird.

I'm not sure what to make of that. My guess is that those sections were the most recently laid, or the final layer hasn't been added yet.
