Moving to area what is best Elizabeth City/ Camden (rentals, high school)

I ask this questions as I know both of these rentals are in good areas. We are from Michigan and live in a country area with a very small high school. I have 4 kids but mostly this questions is about my son who is 15. Between these two areas what High School would be the best for my son to adapt to and has the better track record. He takes some Speacial Ed courses. Played Football last year and is a quite child but makes friends once he knows people. His High school now as about 500-600 in the whole school. I will be working in Virginia but the schools there seem soo large.
