There are some sound side beaches near Elizabeth City. I have never visited them so have no idea what they are like.
The closest ocean beach with public parking is likely the Byrd St. beach in Kitty Hawk. That would be about 48 miles and likely a little over one hour's drive unless you are trying to do it on Saturday or Sunday in the summer when there is check-in traffic.
