I wanna ask that i want to study some arts course in usa so is it possible i havnt completed my high school due to some reasons moreover my english is good so i can give IELTS exam and score well so can i get admission on basis of ielts or do i need to first complete my school?

IELTS is only a test of your ability in English.
From this post, your English is not as good as you think it is, to be blunt.
A university here will want you to have completed courses in math, science, and social studies, even if you want to study art.
You need to finish high school and improve your English.
Honestly I work with a lot of Indians in my job that think their English is good. It is not. I recommend you continue to post on these forums to enhance your English skills and learn from peoples corrections/suggestions.
A good source of info is to look at the GMAT statistics. A lot of foreign students will do OUTSTANDING on the quantitative section, something like the 85th percentile. However they will get around a 20th percentile in the grammar section.
Yes i understand here there are some academy where i can do classes and improve my english and get a good score in ielts but after doing ielts will any university give me admissions on the basis of ielts?
