Is it possible to earn a scholarship to continue developing a mobile app as a project for a university?
Ex: Someone is developing an mobile app that interests one university so he earns a scholarship to finish the app as a student from this university.

Do you intend to enroll in classes? That is what scholarships are for. If a university is interested in your work project, they can hire you to work on a specific project. They are not going to give you a scholarship to be an employee.
