Just got a new notebook with Windows 7 on it, and I'm wondering if the scaning software for my old Brother 3 in 1 will work with Windows 7.

The old software must be 32 bit, and Windows 7 is 64 bit.

Looks like I can get the Win 7 drivers from Brother, but not the scanner/OCR Win 7 drivers; Maybe time for a new model!

You'll need the 64 bit drivers from Brother to make the scanner work. The OCR software may be an application separate from the drivers and may work once the scanner is working under Win7.

Is your Windows 7 64 bit Home Editon or Professional?
If it is Professional, you should be able to make it support the 32 bit scanner.

32 bit drivers typically work for lighter hardware like scanners and printers. But you'll never know until you try.

No. 32 bit drivers don't work on a 64 bit operating systems. The only exception is through the Windows XP Mode Mike referred to which is actually a full installation of XP running in a virtual environment. You install the device into that copy of XP using the 32 bit WinXP driver and the virtualization allows you to share the device back to the host operating system.

No. On light hardware, it often works. It's not guaranteed to work. Many printer drivers for example use mode 1 to access user kernel. This invokes the 32bit WoW to access the 64 bit user space. HP JetDirect printer drivers are a good example of this.

On video cards, sound cards, etc, it will almost never work.

You're not supposed to use 32 bit drivers, because it's not supported. But that doesn't mean it won't work.

He said notebook, not netbook. Starter is only available on netbooks. The mainstream OS on new PCs today is Win7 Home Premium 64 bit.

64 bit Vista and Win7 won't even install unsigned drivers. 32 bit drivers aren't going to be signed for a 64 bit OS. You're probably seeing hardware for which Win7 has its own driver and you're just seeing some 32 but UI candy.
