Windows has a program or app called Narrator. Do a search on your computer. Look for the instructions as it can be hard to work at first.

Look at the lower-end tablet computers too. There are free or low-cost eBook reader apps that will read aloud.

An increasing number of Kindle books (Amazon) are being produced as audio books, which can be played on almost any computer or audio output device.

Also, the low cost Amazon Echo device will do a lot of on-demand reading (and music) - plus provide a wide range of computer-related answers to user questions.
