How are you going to do 8 lanes each direction? Build on top?
Eminant domain. Take away the land, tear down structures, add the lanes needed. More jobs created in the process. To build the lanes and to build the structures back up.

Great point. lol here's a look from just 3 minutes ago.

Jobs fleeing the state should fix it. I think that's the current Governor's plan.
Improving Metro North to semi-reliable status would help as well.
Hehe , The New Haven line has been slowly getting an upgrade....but at a really slow pace. Infact since 1989 its been getting wires , tracks and signals replaced. Its only 74 miles long , which is pathetic considering NJT has replaced all of there 200+ wires back in the 80s , tracks were just upgraded along with signals..... Only took 5 years each , then the Bridges were replaced or upgraded.... CT has yet to replace any of the bridges yet , although there are plans to replace all of them by 2030....yea right..... As for the wires , who knows , Capacity has been increased but that's just in CT , on the NY side Capacity will be reached by 2030 and will not be increased....at least to GCT...
Why do topics like this pop out every 2 months? There is only one solution: CREATE A TOLL PLAN that is flexible in pricing according to time period of the day so there is a fixed amount of cars on the road. Use the toll collected to subsidize bus services to let people who can't afford to travel on the road at least afford to travel to work.
You probably need 8 lanes in each direction(16 lanes total) on I-95 up to Bridgeport to alleviate congestion for the next 30 years and you need to turn the Merritt parkway from Greenwich to route 8 interchange into a true interstate with 3 lanes in each direction.
What about 100 years? Are you going to have 16 lanes in each direction?
At some point, there needs to be a more efficient way of transporting large groups of people in congested areas.
In fact, there already is, but it doesn't get nearly enough funding or development, and no one wants 'MY TAX DOLLARS' used for it even though they're paying more than that sitting in their cars for 4 hours a day going gray.

It's called overpopulation. I don't know why so many feel the need to have 2 to 4 kids and like having a child at all is an absolute must.??? That's the real problem. But that's a bigger issue. I-95 needs to be 8 lanes in each direction NOW with the current mass transit we have in place, forget about years from now. Does building more highway lead to more urban sprawl? I'm not really sure. Maybe?
