If you live along the CT shoreline, towns like Old Saybrook, Old Lyme and East Lyme have shoreline and some rural characteristics. Plus, you're about an hour from Bradley Airport in Windsor Locks and also TF Green in Providence.

Tolland, Coventry, Bolton are also nice towns that are rural.

I'd also look at Granby, East Granby, Barkhamstead, Burlington and New Hartford.

Not unless you are super far off the grid though (like in remote parts of New Milford, Sharon, Salisbury etc). Cell service is the bigger issue.

For budget East of the river is nice. Bolton and Coventry stick out. Coventry in particular is nice as it has a good mix of UCONN staff and Hartford commuters. Tolland and Somers a little further north. As mentioned Granby and Simsbury are nice west of the river. Also Suffield. If you like boating look at SE CT a little more of a drive for airports but reasonable realestate and still close to most things. Towns Clinton, West Brook, Old Saybrook, East Lyme, Waterford, Stonington.
I think there a lot of towns in New England that will work just fine for you. As mentioned the very rural parts of New England are very conservative so you may have a mixed reception but overall I don't think it's much of an issue within an hour of most of the airports. If I were to move your list includes most of my top picks for areas of the country I like.

10+ acres is difficult to find even in rural Connecticut towns. At the very least it drastically reduces the number of listings that would match the criteria. You may have to compromise on lot size.

EDIT: Actually, there are more listings than I thought. In very rural towns like Sharon and Bethlehem, there are decent homes under $700k with acreage in the 10-20 range.

28-Bog-Meadow-Rd_Sharon_CT

151-Hickory-Ln_Bethlehem_CT

As has been stated, cell service can be a problem.

If you go to even more rural areas like the northeast corner, you could be very far from amenities and hospitals.

Some of the towns northeast of New Haven are a really good value. They haven't quite been driven up in price like the more desirable towns in Litchfield County AND they're convenient to civilization.

Killingworth, Durham, The Haddams, Chester, Deep River, Northford. Even far north areas of Guilford and Madison. And if you go east/northeast of there, it gets even cheaper.
