i have a tv without a built in tuner and am wondering if i can simply buy a low cost tuner and watch local channels over the air. I know it works with cable/satellite hd packages but I'm wondering if I can simply buy a box and watch the digital local channels without an antenna?

Yes, you can. Just google "digital converter box" and you'll find a slew of information on these. Here is just one site:

However, a couple of notes about your post:
First, you titled it "...HDTV tuner" - many of the converter boxes out there only output standard definition; if you want true high definition, make sure you get one that supports either 1080i or 720p (HD) output.

Second, you ask if you can watch "'without an antenna". You will need some sort of antenna, either a standard rabbit ears or something larger, depending on how close you are to the broadcast towers.
