I don't know about these two boats and am not a huge cruiser but I really enjoyed Norwegian's Freestyle dining (on a European cruise last year).

Most folks like the "Freestyle" cruising that NCL offers, and they do have the least restrictive "dress code". Carnival runs a close second on dress code.
NCL's suite perks are some of the best....Carnival's suites give you more space, but no perks! Carnival's basic cabins are larger than most other cruiselines, so check sq. footage on the type of cabin you would book.
Assuming itinerary is the same, go for pricing!
