Remember the lottery is the government. It has virtually unlimited funds for a payout. If some device at a casino flashes "$43,000,000" do you really think the average casino has those kind of funds to just throw at a winner?

That's not the claim being made, try again, but try hard this time. Regardless, why would they be forced to honor $43M when no one even won $43M? Did you even attempt to read the story about this?
