I may be wrong but I think the Cowboys' original placement in the NFC East had more to do with a lack of geographical options at the time. That they haven't switched places with the newer Carolina Panthers is likely due to the intense traditional rivalries with Philly, Washington and the Giants. The Cowboys are the team those towns "love to hate".

People forget that Washington was (I think) the most geographically southern team in the NFL when the Cowboys were added in 1960. The Dallas Texans, later the Kansas City Chiefs, were in the AFL.
Some say that the Cowboys' leadership WANTED to be in the NFC East because of the potential exposure but it also made the most sense geographically sense playing the 'Black and Blue' division with the Packers, Vikings, Bears and Lions would have made even less sense.
Heck the Arizona Cardinals were in the NFC East for years and the Tampa Bay Buccaneers were in the old NFC Central with the Packers, Bears etc.
