Once they determine that your child does indeed qualifies for special education, he’ll be admitted to the program. Pre-k is free only for children who qualify based on PISD criteria. Please google Plano ISD Early Childhood programs.
I did. It's no different than my district. A speech delay or any disability does not qualify you for public PreK. TEA sets the rules on this. https://tea.texas.gov/sites/default/...20Overview.pdf

Maybe you're thinking of the few hours a week that public schools offer speech classes to eligible preschoolers? That's completely different than PreK.

My son did full time pre-K at FISD. Not all day is about speech. He qualified for free pre k based on speech delay. But he had set timing once or twice a week he would meet with speech pathologists. Rest of the day was just regular pre k education.

Edited to add- your link provides qualification of a child but says nothing about hours, full time , part time etc.

I've friends whose kids did pre-K with ESL and speech therapy in PISD and they were very happy. One is doing medicine at Johns Hopkins and younger one is a junior in high school and doing really well.

Primrose is great for early childhood but in your case, it makes more sense to send your kid to public program. It would save you money and provide your kid help he needs. Put that money in a 529 for college.
