Are some houses really selling for as cheap as 60k right now and less? Seems kind of dodgy.

Some of the addresses in wilmington where I see affordable townhomes and condos are

3rd to 9th streets.
How are those areas

Lancaster avenue, B st, Franklin street

I don't know what the neighborhoods are like, but I'd like to be close to the train station.

To cut to the point, though... there is a reason the home is selling for 60k. The neighborhood obviously has a bad reputation, and it's an old rowhome, in a higher crime area.

Out of all the homes, the B street one would be near the train station, and the closest to the riverfront. The only location I would entertain would be Lancaster Ave. That is a bigger street, albeit a drug avenue (heroin, crack,) that turns into the street the train station is on. There are also numerous buses down the route, and a couple "ghetto markets" (Dollarland, Save a lot, etc.)

Most of the parameters you stated have been in drug zones, although getting towards 8th street, could be at a transition area.

Yeah... There is a reason the houses are cheap. Think Chester. I'm from NJ and work in DE. I was in the same boat when I first entertained moving to Delaware. This nicer part of Wilmington, Trolley Square, those houses are selling for $250,000 at least. So, put one and two together.
