Kill the Irishman, which took place during 1970s Cleveland was shot in Detroit. Not sure where, but there were a lot of vacant lots and I could see the skyline sometimes.

I've seen this movie a hundred times and it doesn't look like it was shot in Detroit to me

I enjoyed NARC, 4 Brothers and Assault on Precinct 13. if I'm not mistaken, Cradle 2 the Grave was shot in Detroit as well.
